Accordingly to a statement on the game's page (now closed),
it's not Freeware or Shareware , It's Sailorware ^_^
After starting, the game will ask you for a password. Back
in 1998 you could send an email to the author and receive a
password for free. The game's site that was formerly
available at http://www.sailorstars.com/steve/mygames/Galaxia/
is closed since long ago and the author himself withdrew
from Sailor business for good also. The game is not
finished.
